QurateHQ’s Abia State Pilot: What the Numbers Actually Show

Most workforce programs measure success at enrolment. They count the total number of young people who walked through the door on day one, issue a press release, and consider the job done.

In QurateHQ’s ThriveAbia pilot commissioned by the Abia State Government across 17 Local Government Areas we looked at what happens after the opening ceremony.

The Data:

  • 87% Completion Rate: Out of all enrolled learners across six technical tracks, 87% completed the full curriculum and practical assignments.
  • 40% Employment Rate: Within the evaluation window following completion, 40% of graduates secured wage employment, took on active freelance clients, or established formal revenue-generating ventures.
  • State Integration: One software platform designed and built by learners during the cohort was adopted directly into state administrative workflows, and three student-led ventures were formally incorporated post-program.

Training without equipment access or employment routing produces certified job-seekers, not wage earners. By tying technical instruction directly to real-world deliverables, the ThriveAbia pilot proved that when financial and equipment barriers are removed, young people complete their training and enter the economy.
